Substitute Components
- Repair/Damaged components that have less impact on safety that feature equivalent or similar performance and quality as OEM components and it refers to components that can be used in substitution of components mounted on automobiles shipped by the automobile manufacturer which includes exterior components and lighting components featuring high damage frequency and repair cost upon accidents as well as functional and consumable components that are frequently replaced and repaired excluding items under self-certification

Substitute Component Certification Procedure
- ① Company seeking substitute component certification submits relevant documents to substitute component certifying institution of Korea Automobile Parts Association
- ② Certifying institution conducts document review and pass upon satisfying review criteria
- ③ Certifying institution conducts factory inspection for applicant company after passing document review and pass upon satisfying factory inspection standards such as certified substitute component manufacturing capability, quality management capability, etc.
- ④ After passing document review and factory inspection, testing institution designated by certifying institution conducts certification test and pass upon satisfying certification standards
- ⑤ Recipient of quality certification attaches certification seal (certification mark) issued by certifying institution on certified components for sale
- ⑥ Certifying institution and Minister of Land, Infrastructure, and Transport checks that substitute component certified component is being normally manufactured and sold and take corrective action for any improprieties (Certification cancellation, sale suspension, etc.)
Substitute Component Post-Management
- Execute according to instructions for post-management investigation from the Minister of Land, Infrastructure, and Transport
- Executive institution: Performance test agency (Korea Automobile Testing & Research Institute)
- Legal basis: Enforcement Regulation of Automobile Management Act Article 40-11 (Performance and Quality Survey for Substitute Components)
- Investigation details: Self-certification Guidelines Article 16 Paragraph 7
- ① Compliance of substitute component with performance and quality certification standards
- ② Sale of alternate substitute component that varies from certification details of substitute component
- ③ False or improper method of substitute component certification or certification marking
- Post-management procedure (Self-certification Guidelines Article 17)
- ① Establish survey plan: Survey plan including survey details and methods (Performance test agency) and its reporting (Minister of Land, Infrastructure, and Transport)
- ② Conduct survey: Component purchase and standards compliance test, etc. (Performance test agency)
- ③ Report on results: Report on survey results (Performance test agency ⇒ Minister of Land, Infrastructure, and Transport
- ④ Correction: Certification cancellation, sale suspension, and correction upon failure (Certifying institution)
