Survey on Self-certification Feasibility for Automobile and Automobile Component
Korea operates a self-certification system where the party responsible for manufacturing, assembly, or import of automobile (Includes two-wheeled vehicles) self-certifies the form of the automobile to comply with the ‘Regulation on Automobile and Automobile Component Performance and Standards’. Therefore, the Ministry of Land, Infrastructure, and Transport establishes the subject of investigation and test items every year considering the sale volume of automobiles self-certified and sold by the manufacturer and investigates the safety standard compliance by randomly purchasing automobiles and its components accordingly.

Subject and Details
- Self-certification by manufacturer/assembler/importer of automobile (Includes two-wheeled vehicles) regarding compliance of automobile form with regulation on automobile safety standards
- Subject: Manufacturer/Importer with self-certification capabilities such as Hyundai Motors, BMW Korea, etc. (Manufacturer registered companies with manufacturer registration number starting with “0” or “A”)
- Procedure: Refer to self-certification procedure
- However, manufacturer/assembler/importer (Manufacturer without self-certification capabilities, etc.) that is unable to meet the requires designated by the Minister of Land, Infrastructure, and Transport such as production scale, safety, and performance test facilities shall conduct self-certification by receiving confirmation from performance test agency (Korea Automobile Testing & Research Institute of Korea Transportation Safety Authority).
- Subject: Manufacturer/Assembler of special automobiles, importer of small automobiles (Manufacturer registered companies with manufacturer registration number not starting with “0” or “A”)
- Procedure: Refer to technical review, safety inspection, and two-wheeled vehicle dimensions verification
- ※ Self-certification for manufacturers without self-certification capabilities is described under “Technical Review”, “Safety Inspection”, and “Two-wheeled Vehicle Dimensions Verification”.
Manufacturer Registration
- Documents for submission
- Manufacturer (Change) registration application (Attached Form No. 18 of enforcement regulation)
- Automobile production scale (Number of automobiles manufactured/assembled over past 3 years) (Only when applicable)
- Statement of securing safety test facilities (Only when applicable)
- Statement of securing safety inspection facilities (Only when applicable)
- Contract designating domestic proxy for foreign OEM (For importers only)
- Copy of business registration certificate for businesses (Excluded when consent is given for assigned public official to confirm through shared use of administrative information)
- Copy of corporate registration for corporations (Excluded when consent is given for assigned public official to confirm through shared use of administrative information)
- Statement or plan to secure post-sale automobile maintenance facilities and technical personnel (Limited to those who wish to sell through self-certification)
- Copy of business registration certificate for businesses (Excluded when consent is given for assigned public official to confirm through shared use of administrative information)
- Copy of corporate registration for corporations (Excluded when consent is given for assigned public official to confirm through shared use of administrative information)
- Statement or plan to secure post-sale automobile maintenance facilities and technical personnel (Limited to those who wish to sell through self-certification)
