Construction Machinery Format Approval and Inspection

Purpose

Korea Transportation Safety Authority (Korea Automobile Testing & Research Institute) has been designated as an inspection organization for construction equipment noise level by the Ministry of Environment (as of July 29, 2013) and has conducted construction equipment noise level inspections from October 1, 2013.

Legal basis

  • Article 20-4 of the Construction Machinery Management Act (certification of construction machinery parts)
  • Article 18-3 (Entrustment of Affairs) of the ENFORCEMENT DECREE OF THE CONSTRUCTION MACHINERY MANAGEMENT ACT
  • Article 56-13 of the Enforcement Regulations of the Construction Machinery Management Act(Construction Equipment Parts Certification, etc.)
  • Regulations on Certification of Notification-Construction Machinery Parts

Construction equipment subject to inspection

  • Excavator, tamping machine, loader, generator, air compressor, concrete cutting machine
  • ※ Caterpillar type equipment cannot be inspected due to the conditions of the inspection field, please request from the National Institute of Environment Research.

Subjects of construction equipment parts certification

  • Tower crane hydraulic cylinder (limited to cases used for raising and lowering the height of the tower crane)
  • Tower crane brake lining
  • Tower crane mast (center pillar supporting mast jib)
  • Tower crane jib (jib: a crossbar that hangs objects and rotates around an axis)

Registration documents

  • Registration form
  • Parts Design Drawings, Design specification and manual
  • Parts Test Procedure
  • Component Safety Certification Data (issued by the component testing agency)
  • Documents deemed necessary by the Minister of Land, Infrastructure and Transport

Payment of charge

  • Fee : KRW 495,000 (VAT Included)

Note

  • Discussions including inspection schedules with the person in charge are mandatory when registering for the inspection.
  • The inspection will be conducted in the outdoor environment and hence the schedule may be subject to change in case the inspection cannot be performed due to weather conditions of the inspection day (e.g. snow, rain, or wind).
  • Once you are notified of the inspection results on noise level from the public corporation, measures such as displaying noise level must be done according to the related legislations.
